I was able to resolve the issue without repairing the game through Steam. After downloading and installing both the 32 and 64 bit version of the Windows 2015 C++ Distributable from the Microsoft website, the error messages persisted even after rebooting. I then navigated to the following Launcher directory: Steam steamapps common Zenimax Online Launcher and I found the 2015 distributable.exe installers for both 32 and 64 bit versions. I copied both versions into a new folder titled 2015 in the following directory: Steam steamapps common Zenimax Online _CommonRedist vcredist I only had a 2010 folder containing the 2010 distributables. I then copied the installscript.vdf located in the 2010 folder into the newly created 2015 folder and then opened the file using notepad.

The text is rather easy to understand and I manually changed the 'hasrunkey' and 'process1' directories for both the 32 and 64 bit versions to match the 2015 folder and the exact 2015 distributable.exe file names (vcredist_x86_2015 & vcredist_x64_2015). I saved the changes and then rebooted my PC. The most recent time I launched ESO through Steam, the Launcher loaded to the play button without any pesky errors. I hope this helps!

I've tried all of the above tips, and the window stopped showing up when launching the game, and launching from STEAM suddenly worked. But I can still not start the game, the 'start' button just won't respond. I ran the vcredist files, and the x86 one installed without problems, but the x64 one didn't. It just says that one or more issues caused the setup to fail. It says that it can only be installed on Windows XP SP1 or newer platforms, but I have Win Xp SP3, so shouldn't it work? I find it strange that x86 worked bot not x64. Can anybody help?

What is your system?, XP 64 bit?, if so, the 64 bit vcredist should be work, and also you can try to set zosSteamStarter.exe to Run as Admin on the ESO installation folder Thank you. I have XP 32 bit. I think that's why it won't work. I did as you said about running as admin, but it still didn't work.
